Cork Council renews call for end to water flouridation       printable version

Cork City Council at their latest meeting this past Tuesday evening made a renewed call for the removal of flouridated water when a motion calling for the immediate cessation of public water fluoridation in Ireland was passed by majority.

Tabled by Cllr Thomas Maloney (Ind) the motion stated: "I propose that Cork City Council call on the government to stop using Fluoride in the water system in Ireland" received widespread cross party support across the chamber floor.

Cllr Thomas Maloney when contacted for comment said: "Having been aware of a substantial number of Councils who've passed motions calling for an end to water fluoridation in Ireland this year including the fact that not one other European Government maintain a mandatory fluoridation policy, I'm proud to have tabled this motion and delighted at the support it received from my colleagues. Medication without consent is prohibited under international human rights and it's time for the Government to call time on water fluoridation."

This historic motion by Cork City Council adds substantial weight to the ongoing national effort and supports anti fluoride motions unanimously passed by their counterparts at Cork County Council last March in addition to similar stances taken by Laois County and Dublin City Council's this year.

Representatives for some 1.5 million people throughout the country in 2014 have publicly called on the Government to cease involuntarily and indiscriminately medicating the entire populace through an outdated and dangerous public health policy which continues to inflict widespread cosmetic damage (dental fluorosis) to the Irish populace and inadvertently poses a huge threat to our country's very valuable food and drinks economy through the entire food chain being contaminated with an internationally recognised neurotoxin.

The Government mandatory Health Act 1960 continues to be implemented under direction of The Expert Body and the (IDA) Irish Dentists Association yet not one other European Government maintain a similar policy due to health, environmental, legal or ethical concerns.

The following is a copy of the content of a letter sent to Cork City Councillor's 10 days ago:

Dear Cork City Councillors,
I write to you all regarding Ireland's ongoing mandatory water fluoridation policy for which I will guess, you're all aware there is a substantial national effort underway to have the policy ceased.

Unfortunately, quite a few individuals and organisations throughout the country are attempting to portray ongoing efforts as those of just a small minority or indeed that of a marginal political nature. For anyone familiar with the 50 year policy, they will however be aware that widespread concerns have been raised since 1960, the year the Health (fluoridation of water supplies) Act 1960 was first cleared for enaction into Irish legislation by members of the Oireachtas.

Senior Government continue to officially sanction the implementation of this policy despite the reality that not one other European country maintain a similar stance due to health, environmental, legal or ethical concerns. This policy however is not the breadwinner of our leaders but the ultimate responsibility of The expert Body and to a lesser extent, the IDA (Irish Dentists Association). Widely purported to be true by these two organisations in the Republic of Ireland are that the policy is "safe and effective" and "causes no known adverse effects". This cavalier attitude however flies in the face of the international precedent set by everyone of our European neighbours who do not medicate public water supplies due to health, environmental, legal or ethical concerns.

More astounding however and in light of a fact that seems to have been overlooked by those in charge is one of the grounds for which the policy was given the all clear after a constitutional challenge in 1964, was the condition that cosmetic damage (dental fluorosis) would not be inflicted on the Irish population as a result of the practice or as Justice Kenny said in his own words: "I accept the view that the mottling of the teeth of ten per cent of the children in Ireland will not be an indication of fluorosis or of any damage or harm having been done to the children's teeth by the fluoride ion in the water which they have drunk."

Despite this judgement, the IDA (Irish Dentists Association) in 2012 reported 38% of 15 year olds in state suffer from cosmetic damage (dental fluorosis) which seems to have gone unnoticed. Bearing in mind all other affected people, it's probable that tens of thousands of people throughout the state have been adversely affected by this policy.

In more recent times and specifically since 2001, Fine Gael have raised serious concerns (http://www.independent.ie/irish-news/fg-election-promise-to-ban-fluoride-in-drinking-water-26099298.html ) as have Sinn Fein, the smaller political parties and Fianna Fail who passed an anti fluoride motion at their Ard Fheis in 2014. This is in addition to over a dozen County or City Councils and some 40 now abolished Town Councils passing motions since 2001 including in 2014 Laois County Council (Feb—Independently sponsored), Cork County Council (unanimously in March—FF sponsored) and Dublin City Council (Oct—SF sponsored) just a few weeks ago also including in County Cork earlier this year, Bantry, Macroom, Kinsale and Cobh. All in all this equates to Councils representing well over 2,000,000 people since 2001 and some 1,000,000 people in 2014 calling the Health Act 1960 into question.

In addition to the aforementioned, I also include in this correspondence a recent review of various aspects relating to what can only be considered an outdated, dangerous and illegal public health policy including:

  • The international precedent within Europe and accompanying position statements outlining why the majority of European Government's do not medicate their citizens through the public water supply.
  • Medication without consent and relevant legislation and human rights prohibiting the practice.
  • Breaches to bodily integrity and relevant legal instruments clarifying citizens fundamental rights including Irish Constitutional references.
  • Evidence of Cosmetic damage and excerpts from the Supreme Court Appeal of 1964 (Ryan v AG) which was shot down on the grounds that dental fluorosis would not occur as a result of the practice. As is openly conceded by The Expert Body and the IDA, fluorosis is now widespread which otherwise equates to cosmetic damage occurring at epidemic proportions throughout the country.
  • Relevant scientific reports and evidence of prominent scientific reviews being misrepresented by dental and medical authorities including The expert Body and the Irish Dentists Association.
  • Economy and relevant EU Directives implicated and violated including statements from the European Court of Justice offering clarity where there is any doubt as to whether a food or beverage should be classified as a food or medicinal product.

The purpose of my correspondence here is to request that you all as Councillors and in your capacities as representing your constituents, consider having tabled and successfully pass a motion calling for the immediate cessation of public water fluoridation in Ireland. This of course will not have the policy stopped but would go along way to supporting your Council Colleagues around the county and country in their efforts protect the welfare and safety of the Irish people, especially your colleagues in County Hall who did so unanimously back in March earlier this year. I note Cork City Council passed a similar motion back in 2001 so hopefully a precedent has been set by your predecessors.

I'd like to apologise for any inconvenience this correspondence may cause any of you given the serious nature of the issue and to thank you all in advance for your consideration.
